Position Description
The Assistant Director of Health Promotion and Preparedness (HPP) is responsible for providing strategic leadership planning, supervising, operating, coordinating, and administering public health nursing and epidemiology operations at the Wood County Health Department.
The Assistant Director of HPP will foster retention and expansion of public health nursing clients and services; build and establish sustainable population health services beyond those already in place; assist in the development, implementation and maintenance of policies; lead application for, budgeting of, and effective management of program funds, in accordance with grant rules and spending authorizations; prepare and provide accurate program reports by established deadlines; provide timely, accurate responses to all grant and other applicable inquiries; and work effectively with agency partners to achieve public health goals and priorities.
If qualified, the Assistant Director will serve as the agency’s Director of Nursing and provide clinical direction for public health nursing services.
ESSENTIAL DUTIES:
Public Health Nursing and Epidemiology Program Administration and Oversight
* Directs, supervises and supports population health staff, e.g., public health nurses and epidemiologists, to ensure compliance within their scope of practice, agency policies and procedures and any applicable grants;
* Prepares, oversees and assists with grant applications and reports;
* Assists in the preparation of the budget for HPP programs;
* Reviews budget information to support effective budget management;
* Seeks out and compiles information regarding potential alternate funding sources;
* In coordination with the Medical Director, develops, reviews and revises policies and procedures related to population health;
* Reviews practices and policies to ensure compliance with local, state, and federal requirements under the highest professional standards and best practices;
* Determines the type and amount of population health services required and secures approval and support from the HPP Director;
* Assists with identifying opportunities to expand population health services sustainably;
* Assists with epidemiological activities, as needed;
* Collaborates with other agencies to promote public health initiatives;
* Participates in agency policy-making and program development.
Supervisory
* Evaluates employee performance and review employee work hours;
* Approves employee leave requests;
* Assists in the hiring and promotion process;
* Ensures staff operate in good behavior and efficient service, recommending appropriate discipline, as needed;
* Monitors professional development needs of staff;
* Attends and participate in Board of Health meetings and Committee meetings of the Board of Health as requested;
* Provides public speaking to the Board of Health, agency partners and the public;
* Approves the purchase of supplies.
Miscellaneous duties include the following:
* Assists the agency and community in preparing for, responding to, withstanding and recovering from public health emergencies;
* Participates in community activities on behalf of Wood County Health Department;
* Other duties as assigned.
REQUIRED QUALIFICATIONS:
Education:
* Non-Nursing Director: Bachelor’s degree in public health, health education, health and human services, business administration, healthcare administration, epidemiology, nursing or a related field
* OR
* Nursing Director: Bachelor of Science in Nursing from an accredited school of professional nursing, ideally with a focus in community or public health nursing and health education, and an active Registered Nursing license from the Ohio Board of Nursing.
* Experience working with grants.
* A minimum of five (5) years of experience working in public health, with at least two (2) years in a supervisory capacity.
* A valid Ohio driver’s license with auto insurance and the ability to operate a motor vehicle. License must be maintained throughout employment
PREFERRED QUALIFICATIONS:
* Master’s degree in Public Health or Nursing.
* Experience in grant writing.
KNOWLEDGE, SKILLS, ABILITIES:
* Be a self-starter, able to prioritize the workload, and able to work independently of others.
* Excellent interpersonal and customer service skills.
* Ability to maintain information in strict confidentiality.
* Demonstrate administrative capacity to aid in the maintenance and expansion of division services.
* Must be proficient in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
* Knowledge of public health laws, regulations, and standards for public health nursing.
* Strong organizational, analytical thinking abilities, and attention to detail.
* Ability to work independently, to multi-task, and to meet deadlines.
* Ability to effectively delegate and utilize staff.
* Must be passionate about growing and expanding public health services.
Final candidates must successfully pass a background check and provide proof of current automobile insurance.
