Position Description
This position functions as the Compliance and 340b Manager for Spectrum Health Services Inc, (“Spectrum”). As the Compliance and 340B Manager, you will work directly with the Chief Compliance and Privacy Officer towards prevention of regulatory compliance issues. Based upon the seven (7) elements promulgated by the Office of Inspector General (OIG), in this position, you will assist the Chief Compliance and Privacy Officer in maintaining the effectiveness of the Corporate Compliance Program. As an influential leader, you will play a critical role in the success of our compliance department. The incumbent must engender the trust and confidence of all departments as the subject matter expert in compliance matters. Within an assigned scope and project, the Compliance and 340b Manager will lead initiatives that facilitate a culture of compliance within the organization. The Compliance and 340b Manager will ensure the department’s activities and outcomes are aligned with the strategic plan and the organization’s mission, vision, and values. This position is responsible for ensuring that clinical and non-clinical business operations and procedures comply with legal requirements and internal policies; incident investigations; proactive annual work plan audits and monitoring related compliance for the organization. In addition, this position is responsible for identifying, assessing, and recommending corrective actions (including analyzing root causes and controls) regarding process-related issues to help support operational compliance with state and federal laws, internal policies, and payor rules. This position will perform a range of duties including evaluating all current and new regulations, auditing organizational processes, building the framework to ensure high integrity compliance in accordance with the Department of Health and Human services, Office of Inspector General (OIG) and leading compliance training sessions for employees. The incumbent must also be an excellent communicator, possess and continue to develop in-depth knowledge of current industry laws, rules, and regulations. This position manages compliance, privacy matters, risk management, and 340B pharmacy oversight.

Essential Functions:
* Gain and maintain in-depth knowledge of Spectrum and its activities to ensure adequate compliance, quality healthcare and risk management oversight.
* Ensure that the importance of ethical and code of conduct and standards is communicated to all employees and that all employees receive periodic training in these matters.
* Train and deliver educational programs for all staff on a year basis in required areas of focus (such as HIPAA, HITECH, OSHA, etc.
* Ensure that any matter potentially requiring external reporting is communicated to Chief Compliance and Privacy Officer.
* Develop a reliable presence and collaborate with the Health Center’s managers in efforts to increase awareness of the importance of the Compliance Program.
* Cultivate a culture of transparently and courageously reporting all incidents and championing the PDSA (Plan, Do, Study, Act) process to continually enhance quality improvement and quality assurance efforts.
* Create/implement policy and training Compliance programs
* Manages risk assessments related to Clinical, Operational, HIPPA and privacy compliance. Conducts risk assessment analysis identifying areas of high, medium, and low risks. Assists in compiling reports for Executive Leadership of aggregate risk assessment findings and recommendations. Communicates risks to both technical and non-technical stakeholders.
* Provides guidance to departmental representatives on the development of policies specific to their departmental needs. Drafts compliance policies and procedures as directed.
* Maintain current knowledge of applicable federal and state laws including but not limited to HIPAA, HITECH, CMS, HRSA, OSHA laws.
* Collaborate with department leaders in solving problems involving legal or risk management implications.
* Administrator (investigate, resolve, and report on) incidents submitted through the Compliance Portal.
* Collaborate with the Chief Compliance and Privacy Officer and all appropriate departments to ensure the regular and systemic reporting of Compliatric incidents to Executive Management, QI and Compliance Committees and the Board of Directors.
* Develops monitoring and auditing tools for assigned areas. Provides summary reports to promote compliance and privacy. Oversees supported member organizations’ self-monitoring results to ensure that programs and procedures follow regulatory requirements.
Qualifications/Experience:
* Must have 340b knowledge and experience
* Bachelor’s degree in business administration, Healthcare Administration, or related field or 3+ year experience in Healthcare or regulatory fields
* Proficient in all Microsoft Office applications as well as medical office software.
* Proficient in Electronic Health Record systems * Strong interpersonal and organizational skills. * Excellent customer service skills.
