Position Description

JOB SUMMARY: The Public Health Nurse for Communicable Diseases and Emergency Response is a critical position within Lummi Tribal Health Center. The person in this position is responsible for communicable disease prevention and management, and emergency preparedness and response. In addition, the person in this role provides public health guidance to Lummi Indian Business Council (LIBC) departments and works closely with Lummi Nation School and Early Learning to provide timely guidance on disease prevention and health promotion related to communicable diseases and emergency preparedness. Other activities include but are not limited to immunizations, testing programs, health education and advocacy and coalition building. The person in this position may perform some or all the listed duties and other duties as assigned, depending upon the needs of the community and clinic. This position is supervised by the Public Health Deputy Director for Communicable Disease and Emergency Response. The person in this role also works closely with the clinic’s Public Health Nurse and Population Health Data Manager, Infection Prevention and Occupational Health Nurse, Population and Public Health Department Manager, Director of Population and Public Health, and administrative staff. In addition to receiving competitive salaries, clinical employees of Lummi Tribal Health Center may be eligible for student loan repayment through federal programs. ESSENTIAL JOB DUTIES AND RESPONSIBILITIES include the following, and other related duties as assigned. 1. Leading and developing programs related to communicable disease prevention, education, testing, vaccination, and treatment coordination, including overseeing testing and vaccination programs, case investigation, collaborating with medical providers to provide education and coordinate treatment, and working with LTHC administrative departments to ensure appropriate compliance with state and federal regulations. Diseases may include but are not limited to STIs, tuberculosis, hepatitis C, HIV, and respiratory illnesses. 2. Staying up to date on current guidelines and emerging communicable disease and emergency threats, and providing public health guidance to medical providers, schools, childcares, community partners and department staff; serving as subject matter expert to staff and community partners on Communicable Diseases. 3. Collaborating with Whatcom County Health and Community Services and Washington State Department of Health to perform communicable disease reporting, case investigation, contact notification, and surveillance for notifiable conditions. 4. Partnering with LTHC’s pediatric and adult medical teams to provide immunization expertise, organize seasonal vaccine events and directly administer vaccines as needed. 5. Working with Lummi Nation’s Safety Officers and Public Health Deputy Director to plan for emergency public health events in Lummi Nation and to respond to events as they occur. 6. Crafting public health communications, public health advisories and public information; maintaining confidential records; assisting in the development and implementation of annual work plan and budget for activities as outlined above. MINIMUM QUALIFICATIONS: (Minimum Qualifications in education and work experience) • Bachelor’s degree in Nursing or Registered Nurse degree • Washington State license to practice as a Registered Nurse (required) • Master’s degree in public health, disease control or related field, OR at least two years of experience working for a public health department/organization (tribal, county, state or federal or nongovernmental) (required) • Two (2) years’ clinical experience as a practicing nurse in a clinic, hospital, or public health setting (required) • Lummi/Native American/Veteran preference policy applies. KNOWLEDGE, ABILITIES AND SKILLS: • Attentiveness to detail, commitment to following written and oral instructions, adhering to policies and procedures and legal guidelines, and to functioning within scope of license. • Ability to build rapport with clients from diverse backgrounds and provide care in a nonjudgmental and professional manner. • Knowledge of public health principals and ability to make informed recommendations and decisions as appropriate to the circumstances. • Proficient in the use and maintenance of emergency equipment and supplies. Follows safety policy and procedures related to the areas of assignment. • Approaches duties with an eye toward continuous improvement and growth • Skilled at working independently and cooperatively as a team member with staff, community and other agencies. • Assumes responsibility for continuing education through workshop attendance, journal review, use of consultants and participation in professional associations to insure adherence to current, safe, and legal practices. • Must maintain strict confidentiality at all times. REQUIREMENTS: • Must pass pre-employment and random drug and alcohol test to be eligible for and maintain employment, as required by the LIBC Drug & Alcohol Free Workplace Policy. • This position requires regular contact with or control over Indian children and is therefore subject to successful and extensive criminal background check, CAMIS background check. • Must be fully vaccinated for COVID-19 including two (2) doses of a 2-dose series, or one (1) dose of a 1-dose series, plus 14 days beyond the final dose prior to the start date. Compensation:

$46.10- $51.92/hr DOE

Compensation Range:

$100,000 +
